Charting Singapore’s Path to a Low-Carbon Built Environment

BE DecarbonisationTechnology Roadmap 2 1

SGBC and the Building and Construction Authority (BCA), supported by A*Star, has launched the Built Environment Decarbonisation Technology Roadmap: a strategic guide designed to accelerate Singapore’s transition to a low-carbon future.

With Singapore targeting emissions of 45–50 MtCO₂e by 2035, the built environment, contributing over 20% of national emissions, must act quickly and decisively. This roadmap provides a clear, actionable pathway aligned with our national climate ambitions.

Embracing Whole-Life Carbon
Moving beyond energy efficiency, the roadmap adopts a whole-life carbon approach, addressing both operational and embodied carbon. This ensures we tackle emissions at every stage: from material production and construction to building operation and end-of-life.

Nearly 70 Technologies Identified
Developed through extensive industry engagement with over 100 stakeholders, the roadmap highlights close to 70 key technologies and strategies from passive design and smart cooling to low-carbon concrete and circular construction practices. These technologies have also been classified into easy-to-navigate categories such as “Quick Wins”, “Ready for Adoption” and “Future Opportunities” to further accelerate adoption.

Co-Created with the Industry, for the Industry
This roadmap is the result of true collaboration with developers, consultants, solution providers, academics, and policymakers. The industry’s keen insights helped shape a practical, forward-looking plan that balances market-ready solutions and emerging innovations.

Whether you are a developer, consultant, builder or manager, the Built Environment Decarbonisation Technology Roadmap is your guide to decarbonising buildings effectively and efficiently.
